Planning a deck or outdoor structure in Ipswich

Ipswich City Council's current planning scheme is the Ipswich City Plan 2025. It took effect on 1 July 2025 and replaced the 2006 planning scheme.

Council's City Plan mapping includes the OV12 Flood Risk and Overland Flow overlay layer, as well as bushfire-prone area overlays. These overlays apply property by property. If you are planning a deck, patio, carport, pergola or similar structure, check which overlays apply to your property.

The Bureau of Meteorology notes that major Bremer River and Warrill Creek floods can inundate property in a number of Ipswich suburbs, including the CBD, and that flooding can also occur from Brisbane River backwater.

Council's floodplain planning work includes central Ipswich (the CBD) and the adjoining suburbs of West Ipswich, Coalfalls, Sadliers Crossing, Woodend and East Ipswich. If you live in one of these areas and are planning an elevated or ground-level deck, a deck extension, a patio or patio cover, a carport, a pergola or a verandah, check the OV12 overlay for your own property before you build.

Some older Ipswich homes are covered by Council's Character Places and Areas overlay, so check whether it applies to your home before you add or alter a verandah, deck or balcony. Council's guidance indicates that character homes can still be changed when the work is sympathetic to the home's character, such as extending at the rear without altering the original layout, although Council may require development approval for some works. Contact Council early in your planning, as Council's Heritage Adviser offers free advice to owners of character places.

Council advises that most domestic building work, including construction, alteration, extension and demolition, needs building approval before construction starts, and this applies to decks, patios, verandahs, balconies and carports. Approval can come from Council's certification team or a private building certifier, and because height, setback or building character may also be controlled under the planning scheme, some projects may need an additional permit.
